I'd rather have someone quit than...

Given the choice, I'd much rather have someone quit that has a better opportunity come along than someone stay that really should quit and you have to fire them.

Both scenarios are tough.

In both, you have to eventually hire someone else. But the one where the person won't quit is going to be drawn out with more drama compared to the person that has a better opportunity and leaves.
